Will Congress Achieve Election Security Reform?

This month, the Senate Rules Committee is holding a markup on the Secure Elections Act, bipartisan legislation focused on cybersecurity for America’s voting systems. This action comes amidst continued reports from the US Intelligence Community and media organizations that American elections remain a target of foreign adversaries. While states have taken limited steps to strengthen security since 2016, cybersecurity standards and safeguards across the nation remain uneven.  How should the federal government respond to the growing threats? What is the appropriate role for federal authorities relative to states in dealing with the national security challenge of election meddling? 

This briefing will feature bipartisan leaders as well as technical experts and examine the prospects of current election security reform proposals, including the SEA. The briefing will highlight current best practices for cyber defense and the verification of election results.
