Changes at the Corporation for National and Community Service

  • 2168 Rayburn House Office Building (map)

Dear Colleagues:

As co-chairs of the National Service Caucus, Representatives Price and Matsui invite you to attend a staff-only briefing with the Corporation for National and Community Service (CNCS) to discuss the agency’s Transformation
and Sustainability Plan
. Agency staff will be present to give an overview of CNCS, the T&S Plan, including the agency’s decision to move to regional offices, and will be able to answer any questions offices may have.

As you may know, CNCS will transition to its new regional structure in three phases over the next two years, eliminating state offices and consolidating them into regional offices. This is estimated to begin in September 2019 and end in June 2020. The agency’s
new regional offices will be located in Los Angeles, CA; Denver, CO; Kansas City, MO; Austin, TX; Columbus, OH; Atlanta, GA; Philadelphia, PA; and Manchester, NH. CNCS will establish a new role of Grant and Project Portfolio Manager in each region. This role
will be responsible for combined program and financial management of grants and programs, enabling grantees and sponsors to have a single point of contact within the agency. The Portfolio Managers will service all CNCS national service programs – including
AmeriCorps State and National, Senior Corps, and AmeriCorps VISTA, as well as support AmeriCorps NCCC project development – from their regional field structure. The agency will also create specialty portfolio manager positions to support relationships that
may require specialized skill sets, such as supporting tribal grantees and sponsors. In addition, CNCS will establish centralized compliance monitoring at headquarters to strengthen grantee and program oversight.
