Process 101: How an Appropriations Bill Becomes a Law

This session will provide an overview of the terms of art and mechanics of the federal budget and appropriations process—how “regular order” is intended to work, how it really works, and what happens when it doesn’t—and the key actors and inflection points in the process. Participants will have the opportunity to interact with former appropriations staff, who will share their insider perspectives on how the committee crafts a bill and interacts with personal offces, the agencies, the White House, and the health advocacy community.
