Unregulated custody transfer (UCT), known colloquially as “rehoming,” is the practice whereby parents abandon their child with a stranger, often through the use of an online forum. UCTs occur outside of the child welfare system, which requires background checks and home studies before placing a child in a new home; therefore, these “rehomed” youth are placed at a high risk of neglect, abuse or exploitation.

Join us for a discussion on this dangerous phenomenon, which has an outsize impact on adopted youth. Learn from experts, advocates, and an adoptee who experienced UCT, about the causes, impacts, and policy solutions.
